GET criteria/models Returns the list of model options for the given selection. FAB-1758 — IsActive means "the owner group has at least one vehicle matching the full current selection", NOT "this model exists in the catalogue for the selected variant". The availability overlay is subtractive and hides an option ONLY when a successful stock count confirms zero; any uncertainty (count failed/timed out) leaves the option visible. It is a no-op unless a variant or a real filter is set (see ). The count and the base model list resolve to the same owner-group scope, so availability reflects exactly the inventory shown — there is no over-hide. For a two-owner-group tenant that scope is the config SecondaryOwnerGroup, which is a superset of the apikey's own group ("primary + more") and is surfaced as the main pool by AggregatingVehiclesService (its ctor "primary" is that secondary group; the own group appears only as VehicleCountModel.SecondaryTotal). The overlay reads VehicleCountModel.Total = that shown pool; because it is a superset of the own group nothing reachable is hidden. Single-owner-group tenants scope to the own group.
